Compact HMI 5.1 License issues

Hi All,
I am facing license issue in Compact HMI 5.1. Every time the system is restarted I am getting errors "failed to find default workplace. Requested object or structure node is not found in name server", "Error in server configuration".
Ever time the license sla file has to imported after the system restart. It does not create any problem untill the system is restarted.
The license sla file was generated using System machine Id(not dongle ID) and the dongle is currently not connected to the system.
What can be the issue?
Any help will be appreciated.
