It means that a fuse is blown in the backup controller which is in under the top of the controller and it provides the power to the communication modules. So first you have to look if you con't have short circuit as fuses don't blow from itself normally.
If you look in document 3BSE036351 AC800M controller hardware you will find information on the fuse and how to replace.
Basicly you have to completely power down that controller: take it out completely so there is no power from anywhere (no power through comunidtion interfaces or power supply to controller). Loosen the two screws on top of the controller and then remove the cpu of the base of the controller. In the base you will find two fuses, one is the cex bus fuse which needs to replaced.
