Import JPEG image file to graphic editor
Open your JPEG file with paints, save as (24-bit Bitmap(*.bmp;*.dip) format.
Now go to FGR in cbf, goto menu Elements > bitmap and from there import saved .bpm file. will work. Direct jpeg import is not possible.

You can also use use it as follows :
firstly convert the Image you require in proper format for Graphic Builder, as suggested above by PAINT, or by a software Format Factory.
Now, Create a new aspect: "NLS RESOURCE DATA" on your particular/any object in Control structure .
it will show you an option to Add an Image file to that aspect. Add file from your PC, and apply.
Deploy, if required.
Then Edit your Graphic page.
Open "Graphic Primitives" from Toolbox. (left hand side)
Select IMAGE there.
and Drop/create it on your page.
Now go in its Properties(opened on right hand) and just Select the Image property.( Prefer, not searching from the Expression editor, because it will itself show you ,as in attached image)
select image, and apply.
