Different shelving configuration for process and safety alarms?
Is it possible to allow alarm shelving for process alarms, but not alarms generated by SIL appications?

Don't think so.
Shelving requires a security permission (default is maybe Operator Configure, but can easily be changed to other, higher or lower permission, possibly a custom permission)
If you were to create a custom permission, lets say "MySite Alarm Shelving" permission and change the Alarm & Event List aspect category's Permission setting for Alarm Shelving to point to your new permission you would prevent anyone from shelving any alarm.
If your SIL objects share same parent(s), add "Allow MySite Alarm Shelving" to a Security Definition there and let it be inherited to all children.
If the SIL objects are intertwined with regular objects you can create a "placeholder" object, e.g. in Functional or Location Structure and insert the SIL objects there. Then put a Security Definition on that place holder and configure children object to have "Allow MySite Alarm Shelving" for some select user groups.
A *LOT* in 800xA can be adapted using this mechanism (insert object to other location). Inserting an object makes the same object appear twice (or more). Deleting a "shadow object" (an inserted object) will not delete the object. The object will safely remain in the system until you have deleted it from its last location.
