Digital input & outputs is not working well
the problem is that i measure volt on the output of Do801 From All pins except pin number 1 & 9 with empty program on the cpu and without any forcing !!!
if i forced output the leds is turned on but no output ( specially pin 1 & 9 ) the other pins voltage increase nearly by 3 volts
for Di801 on the control builder software hardware tab then modebus then Di801 then status then channel value there is red symbol
this red symbol is removed if enter 24 volt on PIN number 16 on Di801
if this condition is OK then if you enter 24 Volt on any pins then its value become true on control builder
if this condition isn't OK if you enter 24 volt to any Pins then its value not change to true !!
this is not logic !! but this is the act that happened with me
i can't force any input !!

for DI801, I think you have enabled the power supply supervision in the hardware editor. Please check the settings. If Powere Supply supervision is enabled, then 16th channel of DI801 acts as power supply supervision.
for DO801, check the card supply voltage, it should be 24V, even though the card supply is not given, on forcing the channel from control builder, LED will glow.

Can you check voltage level at connector L+L- 24V, Because as you said if you force DO801 output LED is turn ON and some chanels get 3 volts, I don't have exact value for thresold level voltage of logic value 1. however if your module powered up with 24V DC then you should get thresold voltage (>3 volts) when chanel forced to logic 1. or might be possible your channel 1 & 9 malfunctioning.
Seems DI801 is functioning well red color might be due to no connection to channel. good way to test, connect your HW channels from DO to DI, Force DO channel from CBM and you should get same logic value 1/0 at respective DI channel in CBM. this way your logic and voltage values get tested.
The DO801 is a 24vdc current sourcing output signals. Ensure the connections of DO801 are made as shown above

in the DI801 notes that DI16 is used to check the 24 Vdc to be applied to the card (by default) , you can change that in the card configuration list.
that is why it is ok when you apply 24V at DI16
for the DO i would say check the L+, L- as module power supply in case of ouput forcing and in case of not , also try to diconnect any field load connected to the DO
