Freelance AC700F firmware degrade

I need to degrade AC700F firmware to Freelance Version 9.2. Since, you can't degrade the firmware to V9.2 directly (Read from ABB manual Product Bulletin number 3BDD011838D0298), I flashed with freelance version 9.2 SP2at first , which went fine. And then, i tried to flash the controller with version 9.2, but i get the error message" Firmware update Failed, connection to the station could not be established". The engineering station is connected to the controller via an Ethernet switch and i can ping the controller. How could i change the V9.2 firmware to the controller without errors? Are there any steps that i am missing?
One of the paragraph in the manual states "Updating or downgrading of PM 783F CPU firmware directly from version 9.1 to 2013 or reverse is not supported in all cases. PM 783F of Rev. B operating in a 9.1RU1a environment and temporary correction TC09 installed, can be directly updated to version 2013."
Also, does firmware for V9.2 SP2 same as for V9.2?
What is TC09? Is it a software file that you need download ? Never heard of one.

TC09 means Temporary Correction Number 09. It is a bugfix created between different version releases. Usually the next release will contain the bugfix.
TCs are either generally released, then you can find them in MyControlSystem or they have a restricted release and you can apply for them with the ABB support.
How did you downgrade from 2013 to 9.2SP2? Did you use the Settings program? Did you have the "Update boot software" checkmark checked?
What does the diagnostic webserver say about installed firmware?
Here is the procedure as it was originally described for AC 800F. I tried to change it to AC 700F, without having an AC 700F available for testing.
"...you need to force the AC 700F into the bootloader.
To do this connect a PC via the diagnostic cable to the diagnostic interface of the AC 700F and use a terminal program to display the boot messages on the PC.
Please observe the interface settings for baud rate, Stop bit and parity as described in the Mounting and Installation guide. (In your case I'm not sure which baudrate to use, as wit Freelance 2013 (or 2016, not sure which) it had changed from 9600 kBd to 19200 kBd. Just try the other if one doesn't work.
Press the RUN button and keep it pressed while restarting the AC 700F.
Watch the diagnostic messages on the terminal.
When it says to hit the <space> button (see green arrow in picture below) do so.
A menu will appear
Press the “C” button and select to adjust the operating system start up.
Select the value “2”, which will force the execution of the bootsloader.
Then select “B” from the menu. The controller will enter the bootstrap mode and wait for the connection from the Configure program.
Once you have started the Configure program selected the Boot Eprom Download and entered the IP addresses of the redundant station the message will change
Afterwards switch the controller back to Autostart, set the RUN/STOP switch to RUN (Press the RUN Key shortly) and reboot the controller.
