Few questions to get more information.
Plausibility check performed before download changes? in project tree controller resource was in green color ?
Which freelance version installed in laptop? Freelance versionon laptop is different than Eng. station ?
Changes exported and imported back in which format into eng station, .csv, .pro, .fbd, .prt ?
In engineering station, in cbf, in commissioning mode > menu item Load > version information you can find, current project version !
Can you attach screen shot of error message and project tree images.
As per my understanding when project version(database) on Eng. station is different than project version(database) on controller, system runs version check and throws "version conflict" error.
If it's not critical and plant is not running make whole system download will solve the issue, note that this action will stop the controller and may create turbulence to running process.
It's as Sumit wrote above, so I only want to add one thing - such a situation is quite common when someone is working on an old export/project file without some of the changes made later. If that's the case You must be very careful when downloading such a project as You may lose the changes not present in the export/project file. For example if I made a backup of my project, then made some alteration in it and downloaded the changes and afterwards my coworker will make bigger changes based on that export file I made before I applied the alteration and tries to download them, he will get "Version Conflict". However if he downloads full station, my alteration will be gone since they were not present in the backup.

freelance counts the downloads on Controller in the Controller und in .pro File. Of there is a differente, Version error is displayed. Only Way to fix this Problem is to load Wohle Station.
for Working on a different Engineering Station (pc) make a "export Backup "and take the file (Backup.zip with .pro file of your Project) to the 2. cbf and do. Import Backup.
You can work on project and take it. back the Same Way to the CBF pc. Open by Import Backup.
Freelance Control builder F is made for Single engineering on the project.
To support a safe incremental download (Download Changed Objects), Control Builder F (CBF) has to make sure that nobody else made changes in the controller, for example using a different copy of the project. CBF does so, by maintaining version numbers for every object downloaded.
When CBF connects to a process station it verifies that the version numbers of the objects in its project file (.pro) match the version numbers inside the controller. If they are equal, nobody has tempered with the controller and everything is fine. If they are different, someone used another project to modify the controller and CBF has no way to know what the changes were. Therefore it only allows a Download Whole Station to fix the issue.
The best way to handle multiple engineers working on the same project (one at a time) is, to place the project directory on a server in the network. This way all changes from everey workplace will always go into the same .pro file and you should never see a "Version Error".
P.S.: If you export a CSV file on one station, import it in a second station and do a Plausibility Check, the version numbers are reset and a "Version Error" will happen.
You need to copy the .pro file to avoid that.
