Its a bit of an odd question - I think perhaps you should send your customer on a training course for 800xA :)
Anyway, to give a more serious answer... Yes, you can do this. Although the operator workplaces and engineering workplaces look very diferent, underneath they are really quite similar. So you can create and insert objects anywhere that you can see a structure - as long as you have the correct priviledges.
As an altrernative to using a workplace, whenever you create an object in control builder, the object is also added to the workplace. Similarly you can create objects using Bulk Data manager. Also, you can also create objects using the Control Builder Interface ( which needs to be programmed using VB or C++ )
So the answer to the customers question is "Yes". Of course, whether you really want an operator creating objects inside the DCS is another question entirely. And, given that deleting the wrong object or incorrectly naming an object could completely break or permanently destroy your DCS I think its a rather bad idea.
So probably a better solution for your customer is for them to create the object in a database, and then have an automated method of creating an object inside the DCS using BDM or a programmed interface after the object has been validated.
