(tNetTask): arptnew failed - what does it mean?
I have a number of controllers with a log entry similar to
'0xc5e798 (tNetTask): arptnew failed on ac103016'
what does this mean and should I be concerned?

Its an indication of a low level problem in the controller's ethernet communication stack.
I must also admit that I occasionally see this in installations I visit - very often without any other indications of any malfunction or application disturbance.
ARP is the protocol used by Ethernet to translate the remote node's IP address to MAC address (which is required before sending unicasted ethernet frames on the network).
If your data communication is OK, RNRP reporting all nodes up (no intermittent node down events, etc.) I believe you can disregard from this message.
However, if you suspect that something in your control application does not work as intended I suggest that you contact your regional ABB support center and have them to file a support case and get the system checked out.
