If you are upgrading to "compact control builder" and not upgrading to 800xA then you do not need to go through the whole 800xA upgrade process.
The control builder used in SB2 was a stand alone version. I suspect you should be able to simply open the SB2 source code in the newer versions of Compact Control Builder - but in any case, the XML files containing the source code are directly readble and editable in both versions. However, if you have custom libraries that are password protected you will need the password ( although cracking the encryption in SB2 is quite easy )
Be aware that some system function blocks will have changed and you should carefully read the release notes to make sure your application still works after the upgrade

You will need to upgrade trough versions 5.0.1/x then 5.0.2/x then upgrade to 5.1.x

You have to read 3BSE039838R201 Compact Control Builder AC800M Getting started 4.1 version to read about the actual upgrade from the 3.2.x PPA 2.1 control builder version.
I've just upgraded a PPA 2.1 system to 800xA 5.1 FP4 RevD with all graphics upgraded to PG2. It's doable but it's a lot of manual work.
