My suspicion is that either the Sync-Service or Service Provider Special Configurations tabs data is not configured correctly. Especially the Service Provider>Service Provider Definition Aspect. Please review the two attachments Example included, (of course injecting your particular node names, TCP/IP addresses & Service account name where indicated). If this does not resolve your issue, please open a Support Case with your local RAC. When opening a case, include screen shots of these Aspects along with the log files found at the same location, (in a standard configuration), D:\RTDBdiag\diag. Zip and include with the case opening from both the DCN node and the History Server node.
