In Freelance 13 we getting FTP site transfer alarm in alarm list that the transfer failed.

It's not clear by statement "The file does get transfer but to default folder sfp folder" is it sfp folder of local PC where DigiVis is running ? or target PC where you want to ftp archived files ?
sfp is folder to store Signal Sequence Logs locally.
It sounds like somewhere FTP is configured but files are not getting transfered due to no FTP connection/communication.
Check in CBF under D-OS resource under logs and trends if you have configured ftp then target PC and path is mentioned properly( the destination PC at target & disk/folder name at path) Also check that there is FTP connection established between DigiVis station and destination PC where you want to store archive files.
For this follow getting started manual(3BDD012560R0701), page 24 onwards and Operator station configuration manual(3BDD012518R0801) for file transfer configuration related to trend/logs.

To be quite honest Sumit already suggested proper actions in post above. I'm only writing to add some info regarding FTP transfer of log files.
If You get the alarm Your transfer isn't working correctly. Moreover what You describe is the very example of FTP transfer not working. The log file will always be stored in sfp foler of the Operator Station it is defined on. If there is a FTP transfer configured it should transfer a COPY of this file onto the target server. This means that if Your FTP transfer is working correctly You will get one file on OS PC in sfp folder and a copy of that file on FTP server in target folder.
Please check all the things mentioned by Sumit and maybe if the FTP server service is running on the target PC. It may be also a connection problem, so you may ping it one way or another.
