First let's solve the easier one of Your problems - to set the timezone of Your project open it in CBF and in project tree open the Header of CONF node (right click the CONF node and choose "Header..." from context menu). In Header window choose Timezone:
You will get timezone window. In dropdown menu choose a matching timezone and then OK. That should solve Your system timezone warning problem.
On to DigiVis visibility - that's more then strange. If I get You correctly You can commission no more then 15 Operator Stations at one moment and the rest is shown as "Not connected" although they are working fine. Which system version are You using? When this started and did it worked ok before that? What's Your network configuration?
If I would to guess, then it's a network problem - maybe with a switch or other active network component. Please give more info and with the AKS community we will find a solution.
Regarding timezone problem you got the reply in previous answer. But this situation arises when user gets project back up from some different timezone and imports back at execution site in different timezone.
So incase this is the situation there may be possibility of some configuration mismatch with real network setup at site/office or there is some network issue, for getting 'no connection' to DigiVis.
Check these things,
From engineering station try to ping those IP's which shows 'no connections', If it's not reachable it's network issue, if reachable it's configuration issue.
If it's network issue, check switch is powered on ? or digivis station Ip's are matching with configured Ip in network configuration in CBF ?
If it's configuration issue check in CBF in network configuration all digiVis having different resource id and assigned ip's to DigiVis resources are matching with real physical IP? By default digiVis gets 22 resource id, if in your project cofiguration digivis resource id's are different than 22, that you need to set via configure tool at different digivis station.
This should help in solving your problem.
