Right and that is how it is designed. user cannot vote for his/her own answer and that is logical. Best answer is either decided by community or question owner.
So if any answer gets three different votes or more than three votes by community, that answer goes up and selected as best answer.
Or if answer is voted by question owner, means question owner selects answer which solves issue or remedy to their problem, or correct/efficient information among other answers. then that answer is selected as best answer even with one vote and question get closed.
