I'm afraid this won't work.
The first thing Freelance Engineering checks when it is told to import a export (.csv) file is the version. If version information in exported file is greater then current FI version the first step of Your workflow will fail. You will get this message:
For this to work You would need to make some changes to the csv file. This is, of course, unauthorized, as you can see in first line of every csv export file:
[Program-Generated File -- DO NOT MODIFY]
As such I can't recomend this solution.

I see this as copy/paste or import/export application program from higher version to lower version. Correct me if I am wrong in understanding...
If so then it is possible in Freelance and it's beauty of the system that in easy way one can manage this. But note that if you are using some feature which is exclusively available in higher version 2016 will not be available and will not function in lower version 2013 V10.1.
First of all take .csv project backup of both the source and destination projects. So to bring application from your Freelance version 2016, you can export project from higher version as .csv file and import back into lower version.
This can be achieved via, goto menu item 'Project' in F2016 engineering station in configuration mode > select 'Project Manager' option > goto manage project box and select 'export' option > save it at any location
Import this .csv file in F2013 by opening new cbf window > project > import and select saved .csv file...
now from this project in F2013, export required application/program/graphic as partial project file .prt from project tree, Or user can select function blocks in FBD and export it as .fbd format(like copy/paste). and import back into customer project version Freelance 2013 V10.1
This can be achieved via, goto project tree > resource/program list/ or FBD node of F2013 CBF in configuration mode select it > goto menu item 'Edit' > from context menu select export block option > save it as partial project file.
Now goto customer (destination Project) and import there via same option, goto menu item 'Edit' > from context menu select import block option > select file to be imported > imported application(part) goes to node 'Pool'
Note that at customer project importing this to current running project/resource may/will lead to stop controller while downloading application to controller next time, also destination project version will get changed after saving project with changes. Hope that helps...
