There are couple of things impacting the DNP3.0 reporting frequency of a 615 device.
First you should ensure that the values you are reporting are in the IEC 61850 datasets and those datasets are also reported with an RCB. This ensures that 615 will report the DNP3.0 data also with the same frequency as IEC 61850 data.
Secondly you can modify the DNP3.0 deadbanding with 'Communication Management' tool included in PCM600. If 'Deadband' and 'Deadband Time' values are both 0 then 615 should report values immediately when they change. If you set the 'Deadband Time' to 2 seconds, then the device will not report faster than every 2 seconds.
