System: 800xA 5.1 Rev D FP4, Combined Aspect & Connectivity Server.
Environment: Workgroup
When Restarting Primary Server, below system alarms were generated for the Service provider in Secondary server.
1. Lock Service
2. System messages
3. Workplace
4. Time
The Alarm state for the above service is momentary i.e. back to retain state . ( refer attachment)
System status viewer for those service providers for Secondary Server were in Warning State momentarily ( couple of secs).
Note: Prior to restart of Primary Server, All servers are up & running.

It is unfortunately "business as usual" to see a few service alarms when failover takes place. Some services transits from "Service -> NOT Service -> Service" when they take over mastership from another server that is shutdown, rebooted, etc.
It would be nice if the service alarm (driven by an Alarm Expression) would have had a "Alarm Delay" to prevent these "normal" alarms during failover and fallback. Unfortunately, no such delay exists today.

We received TC for the above issue from BC-CT with option for the time delay. and its works as it said.
But when Primary Server is Off\restarting, there is alarm for Secondary sever 'Network Area 1' until Primary server is UP.
