Is there any way to recover System and ops$ocshis IM user passwords??
In order to install Smart Client and that it grab information from the IM instead of connectivities is that System and ops$ocshis IM user passwords are needed.
Is there any way to recover those passwords if I do not have them?
Any ideas to recover them o how to proceed?

I guess you tried the default password "ocshis" and "OCSHIS" already.
I have been into this situation two times before. One time no one remembered the password used for Oracle. I tried couple of possibilities and luckily password for 800xAService user worked.
Another time I wasn't so lucky. I could not break the password and had to reinstall the IM server from scratch.
(btw, Smart client on IM is required only when you want to grab Events from IM into smart client. If you just need the OPC DA values then you need not worry about oracle password).
As a DBA you have the power to change any password...
1. Login to windows as a user member of the local ORA_DBA user group in IM (you can verify membership with whoami)
C:\> whoami /all | find /i "ORA_DBA"
ABBIT53\ora_dba Alias S-1-5-21-2864584380-1752637765-4113528929-1000 Mandatory group, Enabled
2. Gain terminal mode DB entry via SQL*Plus as DBA (this does not require password!)
C:\>sqlplus /@localhost as sysdba

3. Change whatever password you desire
SQL> alter user ops$john identified by secret;
I can't tell what adverse effect changing a password could lead to...
... backup often, backup early.
Be prepared to contact your regional ABB support center...
