How can I limit the operaotr to entering the Control Builder projects?
The default Operator role is still able to open control builder M. Is there any way to make it not possible to open a project?

You need to set the security definition in the admin structure.
Configure and Download are the permissions you need to apply the correct groups according to who you want to grant access.

As far as I can tell, the "Open Project" verb is tied to "Application Engineer Role".
In the Windows Start Menu, any valid user of the PC (domain or local) can access and start Control Builder M and, if having Read permission (basically being member of IndustrialITUser and the Everyone user group in the system) open & study control projects. However, cannot change, go online nor download to the controller.
Denying read access to objects & aspects might give side effects, try avoid using deny.
To prevent a user from launching Control Builder M on the Windows desktop, an app blocking group policy is probably required. Press F1...
