The engineering node seem to have lost its network connection with the aspect server. That is a worse problem than having a license issue.
The RNRP Network Status Tool indicate that the engineering node (DCSENG, 172.16.4.71) does not have contact with any other node on RNRP, this is a fatal condition.
In License Status you have entered PRIAS1 as CLS node, that node should be reported on the RNRP network status tool(s) before you can expect licensing to work. So in the present state, I guess the license warning is in order; the DCSENG node has been added to a system and therefore needs a Core System license, which it cannot allocate from "PRIAS1" the appointed CLS node since it is not reachable.
If the problem continues, even after you have recovered connection with PRIAS1, try entering PRIAS1 by its IP-address instead of computer name in the License Status tool, then restart the ABB Client License Service in Control Panel > Administrative Tools > Services.
Ultimately, file.a proper support case with ABB support.
