This is mostly a hardware issue, or which is uncommon your NTP source is "unstable"
The normal value, in case we have a accurate systemclock is 10000
At boottime the kernel uses external sources i.e. a quartz
to setup the internal time aka ticks mostly I know is 100Hz
.. for higher values, there is no profit, only higher system load.
But we all know this is inaccurate on the long run.
So in all OS'es there is a software PLL, which
is synchronized with NTP, to setup a good time source.
Couple of milli seconds.
Or if you have PTP this can be lower.
This all relies on a mostly stable quartz
I'm not sure what the exact cause is, I have an open support ticket with the hardware vendor.
There is a known NTP and not yet resolved issue in this NEOS firmware version. The same issue is also seen in the most recent Westermo WEOS release, 4.28.4
