The FSD service is responsible for transferring the files from the downloading engineering station to all AC 800M OPC servers.
Obviously this mechanism seem broken here... with this little detail available its only going to be a guessing game...
A few things to check:
- McAfee Antivirus is known to have issues with the "exception" list from time to time. If this happen, FSD might not be able to replicate properly.
- [Workplace Structure]Web System Workplace:System Event List with focus on FSD events.
- Stop Server > System Software User Settings (apply correct service account/password one more time) > Start Server
If you can't solve the problem I suggest filing a support case with your regional ABB support team to have this problem sorted out.

As I know you need to change the Project Folder settings in OPC Server in Setup Wizard OPC Server for AC 800M to point to the remote location(eg. share your Projects folder in ASCS1 and in ASCS2 configure the item as \\ACSC1\Projects\). Also you need a service account which to allow opc server to fetch the files automatically.
A problem for this is if ASCS1 is offline, then the OPC Server service in ASCS2 cannot start when starting the computer. (I haven't tried this in version 6. However, in version 5 it acts like this.)
You can find more information in manual Getting started
