As of 6.0 (IIRC) the REM_OPER_WPL was discontinued only keeping OPERATOR_WPL and the enforcement is not occurring for faceplates no more.
I am not 100% certain I got this right, but if you are on recent versions, just ensure you have an appropriate amount of OPERATOR_WPL in your license.
The [Workplace Structure]Running Workplaces object have a Running Workplace Overview aspect that easily tell what workplaces you have open, where and by which user account. The License Assignment Editor (a web page who URL can be called from any domain node, not just the CLS) of the CLS server node has a Diagnostic button that report all licenses in active use and from what node they are allocated. Use these two to track down license hoggers, e.g. a Plant Explorer left open at some seldom used server after having at least one of the aforementioned enforced aspects opened. The Running Workplace Overview aspect can be used to remotely force a workplace to close (and free up its license).
