I would call this a Microsoft Windows operating system problem and is hence best supported from Redmond on the American West Coast (home base of said company).
I once experimented with changing a registry setting named Login Shell from EXPLORER.EXE to AFWWORKPLACEAPPLICATION.EXE. It had a dramatic downlocking effect but also side issues like logoff not automated.
If you search Internet you will find many different solutions to make a Windows box run one application only.
This has not been a most wanted feature among users of System 800xA; hence no standard documentation covering it.

MS has always had what is known as Kiosk Mode or Single Application mode. This is usually used for ATM's (in the day) and Tellers at banks etc. This is quiet easy to setup in a Domain but can also be used in a workgroup. This is a quick article to get you started: https://www.windowscentral.com/how-se...
I did write to some PM's in the 800xA 4.x days on how to set this up as it also solves many security issues. I do not really understand why this is not part of standard 800xA setup and documented accordingly. The previous article is not 100% correct and do not use the Shell changes discussed. Kiosk mode does not change the Shell of Windows (Windows uses Explorer.exe as the shell).
I did used to have write up of this but has not been updated in over 15 years.
