Freelance Operations doesn't recognise Sentinel HASP USB key, Emergency mode

We recently needed to replace a defective Freelance Operations PC (2016SP1, RU04). As replacement, I used a different PC that once was in use with the same Freelance version as combined Engineering/Operations station. So I uninstalled the HASP key drivers (because of Rollup problems otherwise), modified the Freelance installation (just Operations), installed RU04 on top (which installs the latest HASP driver again), and installed the licence .f2k file using the Settings tool. The plugged USB key is recognised fine in Device Manager.
Problem is: Operations needs a lot of time to start (searching for key) and then enters emergency mode because it cannot find a valid licence. I've verified that the number of the f2k file in Freelance/exe matches the one printed on the USB key. The USB key/keyfile combination worked before on the defective PC. I haven't noticed anything suspicious in Windows Applications event log.
I uninstalled the HASP drivers, did a repair install, reinstalled RU04, retransferred f2k file, all the same: HASP key is present in device manager but Operations won't recognise it.
What else can I check?

Hello Björn,
delete the .f2k File in Freelance Exe path.
Copy the rigth file by windows explorer into the path and start Freelance.
2. check to use the rigt key file. I used the wrong File (older Version) and had the same problems.

Hello Björn,
if you are installing CBF software and RU, the usb key should not be connected to the pc.
First install all sw parts an then plug the usb key.
During installing the RU there will be a change for the key driver. If some services for Freelance are running and the key is plugged in the changes
are not possible and key will not be recognized.

I should add: By "is recognised fine" I mean the key shows up as two entries in device manager, "Sentinel hardlock key" and "Sentinel USB key". It looks the same on the other PCs where everything works as expected. There is another entry of an unrecognised USB device which shouldn't be of importance.
