What (exactly) system messages are output in OnLine Builder when connected to this controller?
17, 8 CXND20x ....... (hardware fault)
17, 9 CXND20x ....... (hardware OK)
The most common problem is lack of SQE (heartbeat) from the transceiver. Try swapping primary and secondary.
The details in x ........ will tell us more.
For urgent support, always contact your regional ABB support center. We have 24x365 support in my region (northern Europe). I know the other regions have similar but may require a service contact. The AKS is a public Internet forum not to be mistaken for official support. Do not expect a timely or even correct answer by posting here.

Hello,
We had similar issue at our site, finally it got resolved after we make PM511 to configuration mode(P2) momentarily by the ONB command "ECONFIG" followed by DICONFIG when the unit is shutdown.
You can try the same if you are still in commissioning phase or a unit shutdown
