Start workplace on specific monitor
is there a way to launch a workplace to a given monitor , say Workplace2 1920x1080 always launches to physical monitor 2

If you want the workplace to launch at monitor 2 (or any higher) I believe there is a workaround.
In the Workplace Layout, declare "fake" monitors (having no panel or bands) for the monitors where no workplace shall be drawn.

By turning off the panel and bands on screen 1, the workplace will appear on screen 2 (and above).
This workaround used to work on HP Blade computers offering a bit odd screen layout in multi-monitor configurations. A two screen configuration actually resulted in three screens reported by Microsoft Windows: 1, 1+2 and 2. Screen #2 was a side-by-side-sum of 1 and 2. That could be worked around by "zeroing screen #2 in the middle" of the Workplace Panel Layout of "three" screen workplace: Screen1 [normal], Screen2 [no bands/panels] and Screen3 [normal].
