we have weights witch has 0 address and manufacturer says that its not possible to change.
Maybe somebody knows a solution other then buying moxa for address changing

Why you want to change the slave address?
On Modbus TCP all slaves must have a (different) IP address, so they are addressed by this.
The classic Modbus address is quite useless on Modbus TCP.

Request Weights not to check the Node address in the Modbus Query, ask them to check only the IP address, is good enough to identify the Slave/Master.
In some systems, we can turn off the Node address check. Just have a try.

We have two option
Option1: Disable Node address check in Slave unit
Option2: We need to match the node address between Master and Slave. We have provision to enter node address only from 1 to 255 in Control Builder and we cant use 0.
