As ATP answered, delete basic hw lib 5.1 from LibraryStructure/Libraries. It was necessary during project upgrading only.
Sounds like Windows 10 problem with file permissions.
Control Builder project directory at C:\ needs to enable all read/write file permissions.
Then try to run Control Builder from Connectivity server whether it works fine.
If problem persist In windows 10, search in windows for Control builder exe and right click it - > Run as Administrator.

Hello,
Looks CBM is not upgraded properly, try again upgrade then it will ask for the upgrade of all old lib to new (6.1 HW) lib.
Deleting the 5.1 Hw lib is last step after upgrade is successful,
Please note that if you are planning to keep the same old firmware in controller and upgrading only xA then you can still use 5.1 firmware and lib (as co-existence) and once you are ready to go ahead with new lib then you can upgrade CBM to reach latest. but keep a note that no changes in controller/means ready to go online then you can perform online upgrade else not possible.

It seems to me that you having a corrupted FSD cache. Below is procedure which helped me with similar problem on 800xA 6.0.3 after library update
Clearing the FSD cache:
- Close the Control Builder
- Create backup of C:\OperateITTemp1\FsdCache – clone this folder somewhere else, just in case
- Stop the process AfwFsdNode.exe in Task Manager
- Remove C:\OperateITTemp1\FsdCache folder
- Start Control Builder
Hope that helped, please provide feedback if that worked.
Thanks
