I heartily recommend you to file an official support case with your regional ABB service center.
Provide:
- exact version you had before
- exact software you attempted to install
- Config Wizard log file

Hello,
Before upgrade first clean up the "too many aspects" in the mentioned path.
Means there should be only such kind aspect for each aspect category, if you find more than one aspect of that category delete that aspects.
Follow maintenance manual it's clearly mentioned how to clean up too many aspects.
Then upgrade the system.

Hello,
We had faced same issue during our test upgrade in one of the project but with SFC Viewer. (The error we got was, "Too many aspects of category "XXXXX" on object "SFC Viewer") and extensions were not loaded. Raised a case on support line, they resolved the issue also they provided the document with steps to be followed to resolve the same in site.
So, for quick resolution you are requested to get in touch with your regional support team.
