Is there any particular reason why this error occurs?
A useful test is to try to call the Licence Assignment Editor web page at the CLS node. The LAE should display your license w/o errors or warnings.
Another test is trying http://localhost in Internet Explorer at the CLS node - the IIS "Under Construction" web page should be displayed; if this test fail, the MS Internet Information Services (IIS) have likely stopped working and CLS is just a secondary downstream victim. To resume CLS, get IIS on its feet (1-800-MICROSOFT... Google... shutdown -r -f -t 0...).
If IIS works, have a look at the clserrors.log (or what its name is) below the working folder of CLS.
Don't outrule filing a support case with your regional ABB support center.
