Hi
Please check below
Is the controller firmware is updated from current running CBF machine?
Check the profibus communication module (FI830F) also updated from CBF, verify the versions of old running controller and new one.
Also share the some screen shot of CBF in commissioning mode & controller logs

I once had the same problem, and the existing controller had been loaded with a certain Freelance software version including a software roll-up years ago. In the meantime, the engineering station had died and was replaced, but the roll-up had not been installed again. The controller that had to be replaced was now loaded with the same Freelance software *without* the roll-up and it couldn't sync itself to the running controller.
So I'd try checking the Software versions on the controller's diagnostic page. It should look something like this:
Software Versions:
BootLoader: 10.30 [9142]
Runtime System: 10.35
HW Selftest: F04.102.00
The bootloader and runtime system versions need to agree on both controllers.
If they don't, you'll probably need to figure out which Freelance version and roll-ups were used on the running controller.
Alternatively, connect the serial diagnostic cable to the replaced controller and observe the bootstrapping.

In your picture, it looks like you have only interconnected
the both FI830.
In this case, it is not possible to get both controller in sync state, you have to
connect at least one configured profibus slave or you have to disable both
FI830 cards.
Best regards
