With one (1) or two (2) aspect servers, this error may be false or of temporary kind due to network issues between the control builder node and the aspect servers. A reboot of some or all might solve the problem. Have network in mind, check RNRP logs, Windows Event Log, etc. for evidence of network disturbances and correct them.
With three (3+) or more aspect servers, a majority is needed to make changes to the aspect directory. So with three aspect servers, two must be connected by the control builder node. Nodes connected to a minority cannot make any changes to the aspect directory.
If the loss of majority is of a permanent nature (disk failure, theft, etc) the remaining server(s) in minority can be put in read/write mode by performing the New Session command on the aspect directory service provider. This procedure is documented, e.g. page 182 in 3BSE037410-610 A.
However, if the loss of majority is temporary (network loss, power loss, etc) it is for the best to restore the majority among your aspect servers.
Once a New Session has been executed, any aspect server not being online at that moment will have to be cold reset which means their data they may have stored will go lost in favor of the version at the node you performed New Session. The most safe way of cold resetting is to perform "Stop Server", rename the \OperateITData\AspDir folder to e.g. AspDir.bck, then "Start Server". This method leaves a backdoor open in case you want to revert.
