Can not ping from a vertual Server to any VM or physical machine after power blackout.
Unable to ping any Host on the Network from a VM after a power blackout.
However can PING itself but can not ping anything on the Network including host on the same subnet.

Very difficult to answer remotely.
I’d start by checking the virtual machine configuration, eg the virtual network settings.
Remember: ping need remote peer to have its firewall open or allowing ping to pass in.

If have seen issues with VM (after reboot) there a network card lost its connection somehow. Check that send/receive counters if one of the stay at zero.
You may complete remove the network card from your VM and set it up again. (remove the IP settings before remove the card)

Did you remember to tick "Connect After Power On" in the Server settings for the Network card.
