THERE IS NO ENCODER CONNECTED IT IS OPEN LOOP. WHAT IS THE POSSIBLE FAULT?

Hi,
Most probably you have checked the firmware manual which says you have to contact your local ABB representative in that case.
As an advise, I could recommend the following test:
- disconnect all the cables from the output of the drive
- disconnect all the control cables
- restore the drive's parameters to factory default (par. 96.06)
- set the frequency control mode (99.04) and motor data (99.xx)
- try to start the drive in local, from control panel
