Manually adding the client in CET will not solve your issue. That information should come directly from the ICD/CID/SCD file of the device. You have to use proper tool (like IET600 or any other IEC configurator tool). You have to add the client there, generate report control for it. Export the CID after this process & re import here. That will work absolutely fine. If any other doubt, let me know.

This problem might have arisen due to the absence of report control blocks (rcb's) in your Startco device. In your attached screenshot, you have manually added the client OPC_A12, but the same may not be available in your device. Try adding the rcb in the device by using the available configuration Tool for the device by writing the ICD/CID/SCD to the device. Also, make sure that the "report control identity" at the "IEC61850 OPC server" level in CET matches to that of the rcb in the device ( in your case OPC_A12).
If this doesn't resolve the issue, I suggest you to use IET CCT tool to create a scd file with common rcb for all the devices and write the all the devices.
Do revert for clarifications.

I am no longer able to see the question that you have asked me.
Based on your inputs, find the attached ICD file that you have to use to import in CET & in the device. I found few mistakes in your ICD like, you did not take quality signals, 1 dataset was reporting to two RCBs. Also RCBs do not had any client.
In attached ICD & SCD, I have used AA1OPC1 as report client. This should work. let me know if issue resolved using this.
