If you open the alarm line or list -> Details -> Permissions
You can check the security configuration.
Change user : to look at the configuration for the user you need
Explain: you can change configuration
Armchair answer (not verified): user is lacking a role
Having a ”role” is the result of being member of a user group. E.g. the ”Operator Role” is given to members of the ”Operators” user group and may be required to be granted access to a certain user interface, eg to acknowledge an alarm in an alarm list.
The ”permission” to acknowledge (default ”Operate”) is given via Security Definitions aspects. Use right click->Details... Permission to see what permission a user have on an object. The Explain button will detail where Allowed (or Denied) stem from. Administrators can view permission for any user, not only himself (which actually is never needed, see below)
Roles and permissions are two different things, but go hand in hand.
Admins bypasses security. Look at the icon in Plant Explorer, key with red slash = you are admin and will not be restricted anything based on permission (but lacking a role may restrict or hide something in the user interface).
Try checking what roles your users have - I assume a role is missing when that error is thrown.
