Answer is you can only recieve the time signal from the GPS,since GPS are normally Stratum-1 time server & are most accurate ntp time sources you can access over the network connection & it has a reference clock attached to it.
Generally GPS can recieve the position info. based on the 3diamension(latitude,longitude,altitude) of the antenna is like travel time *speed of radio signal=distance of the satellite but not the computers which are connected to the network since these doesn't have antenna & a reference clock.

I've googled icss but can not determine what it is. please provide some extra information (internet link etc.)
I believe ICSS is referring to an Integrated Control and Safety System. I can't answer your question; but I can suggest that you could acquire a low cost GPS Clock with an integrated Stratum 1 NTP/ SNTP time server and provide position through a RS232 NMEA RMC string.
