The static entries on the context menu can not be edited.
Aspects may be filtered out by the use of filters, e.g. "Process Operation PG2" that removes most non-operator aspects.
Command verbs (Edit, Open Project, etc.) becomes visible depending on the user roles owned by the user.
The "Details..." is static and will show the name tool. However changes requires permission.
A "standard operator" does not have Configure permission = name change "is visible", but not permitted.
==> Check permission on user. An operator does not need Configure (only "Operator Configure" to e.g. edit operator notes).
Hope you are using a domain controller and the domain controller is in Win2008
If yes then these are the steps.
From the domain controller
Start-->Administrative tools-->Group Policy Management
Go to Group Policy Objects and then right click -->New-->Give a name to the new group policy
click on this new group policy and in the security filtering tab add the user to which this has to apply
Then Right click on this new policy and go to edit
this will open the Group Policy Management Editor
user configuration-->Administrative templates-->all settings-->Disable context menu and disable it
run the group policy update "Gpupdate.exe /force" from the command prompt on both the server and client
Login as 800xainstaller, go to filter configuration tab
Create new filter -> “operation” add any 1 aspect category(which is not important)
Select operator user who are all not allowed to access functional structure.

Then login windows as operator check by right clicking
