What is the procedure to move the state of Library from Released to Open?
To be Precise:
1) Presently I have backup of Open State Libraries. I have moved it to released state.
Now i would like to make some corrections in the library.
-> I have unprotected it. After unprotecting also, library is not going to open state.
What is the correct procedure to move the state of library from released to Open?
Pls guide. If there are some manuals kindly share.
You can close and open a library any number of times for doing modifications without changing the identity (version) of the library but make a note that opening a released library increases the minor version. This is the reason why a library is not released until we are sure it is done completely. If new aspects need to added, it can be done by adding an extension library.
If it is OK to increase the library version, then as vijayan suggested, you should open the password in Control Builder M first and then open the library from PPA (on a node where CBM is installed).

The library must be opened manually in Plant Explorer, the same place where you Closed and Released it. Closing and Releasing are not in any way related to the code being "protected" or not, so unprotecting the code does not release the library.
The main reason to Release a library ( other than locking it ) is so that you can make a newer version. If you are using different versions of the library to manage code revisions and software upgrades and maintenance then is is quite common that you have to open a released library to make minor code changes and bug fixes. You can do this even if you have a newer version of the library, but of course, nothing is opied from the older version to the newer version.
