what would be the cheapest and easy remote io set up

I’m look for a cheap remote I/O solution and would like to know what you recommend?
I would like to use ethernet as the communication type between modules. I am thinking of using a eCO PLC with onboard Ethernet and would like to have around 5 units 1 being a master. in the future I would like to be able to remove the master unit and us a pc to control the I/O. Is there any way to wright to the I/O without any need to have a program in the plc to interface the commination protocol ?
im not sure if modbus is the best protical to use ?

Hi
one cheap mode to communicate with remote I/O is to use the embedded CS31 protocol, this is native in every PLC of AC500 series of ABB.
IMHO you can not starting one project with PLC master cpu and in second time remove it - the CPU - and use PC.
The operating SW of machine cicle is inside the PLC and can not replicate in one PC, I not have info /news that one PC can "replicate" the codesys function like a CPU, with the same reliability, unless you use an industrial-grade PC, but at this point the convenience is less, I think
