If this is a new installation, you may have may want to look at the "Regional and Language Options" section of the installation manual (3BSE034678). It says to perform the procedure for all users on all nodes in the 800xA system. I hope this helps.
If a project, containing characters with ASCII values above 127, is moved between computers with different local system settings it may result in errors when the Control Builder project is loaded. This is what happens in your case. The library has such characters.
Your CraneTpsLib library is saved in system locale codepage 1252, but the current computer is using codepage 949. The short-term solution to the problem is to change the codepage in the computer to 1252. Long-term solution is to use the “Tools > Verify Portability” command in Control Builder, this command verifies that the source code doesn't contain any characters with an ASCII value above 127. It lists the found issues, and these will have to be fixed one by one.
