Hi, we faced the same problem.
so we changed serial to USB Comm Convertor, we din't got Communication Time out Error Message, 100% Done......

1. You have to check and set DIP Switches on the panel also, especially following:
SW5 = ON
The operator terminal uses the communication parameters defined on the operator terminal’s configuration screen for controller communication.
SW6 = OFF
SW7 = ON (you can check active com parameters
at start-up of panel)
2. COM parameters - set the same for PC and CP400:
8 bits
1 stop bit
parity none
baud rate 9600
3. USB to Serial - should be set to RS232 and parameters above. Use COM1 of panel (9 pin) pins 2,3 and 5.
Don't forget bridges in connection cable PC-CP, shown on the diagram in the attached manual (7-8 CP side, 1-4-6 and 7-8 PC side)

You can try with PC with "clean" Windows XP (or such a virtual machine). Sometimes in case that there is a firewall or other system restrictions in Windows, USB/COM adapter doesn't work properly. Also in Control Panel, please check the correct settings for this COM port - RS232, baud rate, stop bit e.t.c. - they should be the same as defined in Panel Bulder
I used MOXA adapter and it works good too
