It is difficult to realize your question via text but from last two lines a logical idea to share with you………. if it’s not possible to “increase numbers of holes in wheel” as module had been dispatched, might be by increasing holes in wheel you get more count per revolution, to get more accuracy !!! Does that can be achieve by keeping some multiplying factor(x2 or x3) with the register where you are storing pulse count ? and then you can check that are you getting accurate count above/below 430 rpm, and then you can divide that count with multiplication factor in case you are using it in some logic further. It’s just an idea…. I am not a drive or wire drawing process expert but in discussion with folks & friends something come out what I mentioned….
