how long time have you not been powering your inverter ?
Generally, if the drive has not been powered for over a year, reforming of internal capacitors is recommended, before to try the normal operation of the drive.

I don't know how exactly you want to test if the drive is working? You could provide input connection diagram for 12 pulse drive, but I think that is parallel connection and you still need 690VAC. 3 phases on the input.
In continue to the above answer for refresh of capacitors, I don't beleive it is possible to test the drive with 415V and without the motor (or you should use scalar mode in this case).
But you can connect 24VDC to the control board and test the functionality of it, without power supply (resp. no start and stop).
From my experience, we have had 4 pcs ACS600-07, put in stock for about 8 years, and after that we put them in operation without problem, after reforming of capacitors.
For 690V drive reformig is done with 3 phase rectifier, capacitor 22nF/2000V in parallel, and resistor 680Ohm/1700W in series to the DC link of the drive.
Or DC voltage about 950V with 100 ohm/500W resistor to DC link
