I assume RNRP monitor list the PU410 unit?
Try probing the problematic PU410 with the PU410Management.exe tool found on disk below AC400 Connect binaries.
Does the tool see the PU410?
Can you eg measure CPU load?
Retrieve diagnostics (keep pushing Get until window get grey, then copy text into notepad)
Consider filing support case with your regional ABB support center.

PU410 seem OK.
"all related services for this server is synchronizing and never change" = does this include non-RTA depedent services as well, e.g. Basic History, AfwTime, etc?
If such services does not reach service state the problem is likely not the PU410 or its configuration, rather some general setting or installation issue.
A cornerstone is RNRP status - does this server appear on the other node's RNRP Monitor's and vice versa? If not, find out why RNRP does not go active.
On the other hand, if Basic History, AfwTime, etc. go into service state and only RTA depedendent services are having a problem a lot points to a failed installation of 800xA for Advant Master, or other issue with the computer preventing the RTA services from booting the RTA.
If you have a drive image of the machine in a virgin state (before NPT) you could restore it and perform the "Replace Node" procedure to make a total reinstallation of all ABB software. Without such image, a reload would require you to reinstall Microsoft Windows operating system from scratch.
To obtain professional assistance, please file an official support case with your regional ABB support center.
