Hi,
I don't think it is possible to modify the time, received from SNTP server, to a local time in the PLC.
The time servers always work with GMT (or UCT), but usually have an interface in them to adjust it to your local time. So look in your time server.
That is my experience with GPS SNTP server - I used it's own user interface and adjust the local time in it. Then the PLC received the local time.
Regarding to your previous questions, you can receive UCT by SNTP in your HMI (panel or PC), specify your local time there, and them synchronize your PLC time to HMI time - that could be a solution, if you don't have an interface to SNTP server.
