The base system license for System 800xA does not provide any form of redundancy other than allowing for redundant Aspect Servers. Redundancy in system licensing is done with Redundant Tags which allows the added availability benefit for redundant Connectivity Servers. Workplaces are never licensed as redundant. The base license provides one each, concurrent use license for an Operator Workplace and an Engineering Workplace. The key in this statement is "concurrent use."
From the way the question is worded, the assumption would be that there is concern over a failure of the PC designated as the Operator Workplace. This can be addressed by having two PCs in the system. One normally used by the Operator, the second normally used for engineering (might also be the system Aspect Server for small systems like this). If the PC normally used by the Operator should fail, then the Operator Workplace can be started on the PC used for Engineering as a backup location to perform the operator's functions. The base license provides for the Operator and the Engineering Workplaces to be acative "simultaneously," whether on one PC or two. But only one of each at any point in time.
If more than one workplace for either function is required to be active at any single point in time, then each active workplace must have a license available to use, and so either additional operator or engineering workplaces need to be purchased accordingly.
